Convened under the leadership of Ambassador Peter Thomson as Co-Chair of Friends
of Ocean Action (FOA) and UN Secretary General’s Special Envoy for the Ocean, this
Think Tank is a joint initiative of Friends of Ocean Action and the Woods Hole
Oceanographic Institution (WHOI).
Objectives
1) To begin shaping the successor to SDG14.
While the responsibility for negotiating and agreeing on SDG14’s successor
ultimately lies with UN Member States, the Think Tank aims to stimulate an early
conversation for the global ocean community to begin broad-based discussions
and develop early recommendations.
2) To consider how the ocean should be represented in a reformed United
Nations system.
The Secretary-General of the UN has launched the UN801 initiative. Given the
growing recognition of the ocean’s central role in planetary governance, the Think
Tank aims to envision an ideal, coherent framework for ocean coordination and
governance within the reformed UN structure.

Why OCDI: SDG 14 has been one of the key elements anchoring global ocean diplomacy and is central to all ORCA priorities.
